Can a Home-Based Business Register as a Startup in India?

Running a business from home does not mean you cannot become a recognised startup. Many entrepreneurs begin with a laptop, a small workspace and a business idea before moving into a commercial office. The important question is not where you operate, but whether your business meets the government's startup recognition requirements.

In India, eligible home-based businesses can apply for recognition under the Startup India initiative through the Department for Promotion of Industry and Internal Trade (DPIIT). However, having a new business or working from home alone is not enough to qualify.

This guide explains the eligibility conditions, business structures, documents and application process for home-based entrepreneurs.

Can a Business Operating from Home Get DPIIT Startup Recognition?

Yes. DPIIT's recognition criteria do not make a commercial office address a general eligibility requirement. A business can operate from a residential address, provided it is properly incorporated or registered and satisfies the other applicable conditions.

For example, these businesses may explore startup recognition:

  • A home-based software development company building a new digital product.

  • An online business developing an innovative shopping or delivery platform.

  • A home-based design company offering a scalable digital service.

  • A food business developing a new product or production process.

  • An educational business creating a technology-based learning platform.

The business must demonstrate innovation, development or improvement of products, processes or services, or a scalable business model with high potential for employment generation or wealth creation.

Eligibility Criteria for Home-Based Startup Recognition

Under the revised DPIIT framework notified in February 2026, a regular startup must generally satisfy the following conditions:

1. Eligible Business Structure

The business must be incorporated or registered in India as one of the eligible entities:

  • Private Limited Company

  • Limited Liability Partnership (LLP)

  • Registered Partnership Firm

  • Eligible Cooperative Society

A sole proprietorship cannot obtain DPIIT startup recognition. A home-based entrepreneur operating as a sole proprietor may need to consider an eligible business structure before applying.

2. Business Age

The entity must generally be within ten years from its incorporation or registration date.

Recognised Deep Tech Startups can qualify for a period of up to twenty years, subject to the applicable criteria.

3. Annual Turnover

For a regular startup, turnover must not exceed ₹200 crore in any financial year since incorporation or registration.

For eligible Deep Tech Startups, the limit is ₹300 crore.

4. Innovation or Scalability

The business must work towards innovation, development or improvement of products, processes or services, or operate a scalable business model with high potential for employment generation or wealth creation.

5. Original Business Entity

An entity formed by splitting up or reconstructing an existing business is not eligible for startup recognition.

Which Home-Based Businesses Can Qualify?

The location of the business is not the deciding factor. Its business model and eligibility are more important.

Home-Based IT and Software Business

A founder developing a software platform, automation tool or technology product may qualify if the business meets the recognition requirements.

Online Retail and E-Commerce Business

A business selling products online may qualify when it has an innovative product, process or scalable business model. Simply operating an online shop does not automatically make it eligible.

Home-Based Consultancy

A consultancy developing a specialised service model, technology-enabled solution or scalable business process may be considered. A conventional consultancy offering routine services does not automatically qualify.

Home-Based Food Business

A food entrepreneur developing a new product, production method or scalable food business model may explore DPIIT recognition. Separate food safety and local permissions may also apply.
